Description of Work

The Division of Public Health is accepting applications for a Business Services Coordinator II. This position will serve as a Business Services Coordinator supporting the State Center for Health Statistics and Vital Records Section (SCHS/VR) assigned to the Division of Public Health, Budget Office along with North Carolina HIV Medication Assistance Program (HMAP). The position is responsible for the following key activities in these sections:

  • Accounts Payable
  • Fixed Assets
  • Motor Fleet
  • E-billing coordination
  • Grant, receipt, and appropriation invoice labeling
  • Ensuring proper payment against encumbrances
  • Expense tracking
  • This position will also assist the programmatic areas in business related research, performing information and data analysis related to finances and budgets, and generate reports as necessary. This section has approximately 15 grants with different revenue streams, state appropriations and some receipt supported areas. The HMAP section consist of support from multiple grant sources along with a state match. Some of the grants have separate components, match and maintenance of effort (MOE) requirements. SCHS/VR is highly receipt supported.

    The Division of Public Health Budget Office and Accounts Payable is responsible for all budget actions, providing reports, and processing AP invoices -- all instruments that allow DPH programs to operate. We help manage funds from the initial request through closeout.

    Knowledge, Skills and Abilities / Competencies

    To receive credit for all of your work history and credentials, you must list the information on the application form. Qualified candidates must document on the application that they possess all of the following:

  • Experience in accounts payable
  • Experience in compiling, organizing, summarizing, and analyzing financial and/or budget data
  • Experience with examining and properly coding complex billing statements
  • Experience with analyzing financial and budget reports
  • Proficiency in Budget tracking software (similar to NCAS and XTND), Excel, Access, Word and Outlook

  • Management Preferences:
  • Bachelor's Degree in Accounting and 2 year of experience
  • Associate's Degree in Accounting and 3 years of experience
  • Experience using NCAS
  • Experience using XTND

  • Minimum Education and Experience Requirements

    High school or General Educational Development (GED) diploma and five years of related administrative experience;
    an equivalent combination of education and experience.
